What is a close relative?

In Housing Benefits the term "close relative" means:

1) a parent, or
2) a parent-in-law, or
3) a son, or
4) a son-in-law, or
5) a daughter, or
6) a daughter-in-law, or
7) a step-parent, or
8) a step-son, or
9) a step-daughter, or
10) a brother, or
11) a sister, or
12) the spouse of any of the preceding persons, and
13) if that person is a member of an unmarried couple, the other member of that couple.
