The city council does not decide which band a property is allocated.
This is done by the Listing Officer at the Valuation Office (part of the Inland Revenue Service)

HOWEVER, please note The bands are based on ranges of property values as at 1 April 1991.All new properties since then have been allocated bands according to what their value would have been on that date.Any general fall in house prices caused by changes in the housing market is not a reason for appeal. If your home increases significantly in value, eg because of an extension, it will not be revalued until it is sold.You can only appeal if: 1. There is a significant reduction in the value of your home, because for example, part of it is demolished, or the area around it changes dramatically in nature. 2. Your property is split (eg converted to flats), or two or more properties are merged into one dwelling. 3. You start or stop using part of your home for your business. 4. The Listing officer has made a change to the band in the last six months. 5. The Valuation Tribunal or High Court have made a banding change to another property similar to yours. 6. You have become the Council Tax payer at the property in the last six months. If you make an appeal for any reason you must continue to pay your Council Tax while it is being dealt with.
