In Housing Benefit and Council Tax Benefit a non-dependant is someone who resides with the claimant but they are not:
1) the partner of the claimant, or
2) a child or young person who is dependant on the claimant, or
3) anyone who jointly occupies the dwelling and is either a co-owner or a joint tenant with the claimant, or
4) anyone who is liable to make payments on a commercial basis to the claimant (or claimants partner),or
5) anyone who is a member of the landlords household, or
6) anyone who lives with the claimant in order to care for the claimant (or claimants partner) and that carer is employed by a charitable or voluntary organisation which makes a charge to the claimant (or claimants partner) for the services provided by the carer.
Commonly non-dependants are adult children who live with the claimant, or other relatives like brothers, sisters, uncles, aunts, parents, grand parents who live with the claimant and are not themselves liable for the property.
The presence of non-dependants in the dwelling may cause the benefit award to be reduced due to a non-dependant deduction.
