How can the public challenge the council's interpretation of the law?

The council must give reasons for non-disclosure if that is the response to the request. We must still however say whether or not we hold the information or we have failed in our duty to reveal all the information that is available. If a member of the public wishes to make an appeal against our decision not to disclose then use our Comments and Complaints. If you are still not satisfied with the response then you can appeal to the Information Commissioner.
