The current rent charged for your home depends on the rent that was being charged in 2002/03 when the new rent setting policy came into operation. Before then, rents were set in a different way which could have resulted in differing rent levels for properties of a similar size. This is because other factors used to be taken into account, such as improvements to heating systems, and window and door replacements. As a result, if neighbouring properties had different rents in 2002 they will continue to be different (although the gap will reduce each year) until the target rent is reached in 2012
