What will happen if the Penalty Charge Notice is not paid?

28 days after a PCN is issued, a Notice to Owner (NtO) is sent to the registered keeper of the vehicle informing them that full payment is due within the next 28 days. If full payment is not received within this time, the penalty increases by 50%  and a Charge Certificate is issued for the outstanding amount.

If the outstanding payment is not received within 14 days following receipt of the Charge Certificate, the case is registered as a debt with the Traffic Enforcement Centre at Northampton. A registration fee is then added to the debt.
This is the last stage at which you can make payment to Canterbury City Council.

If full payment is not made within 21 days a Warrant of Execution is issued and the matter is passed to a bailiff company for collection of the outstanding debt. The bailiff company will then add their own charges which can add considerably to the amount payable.
