A fine of up to £20,000 may be imposed. Breaking any conditions attached to the licence can result in fines of up to £5,000 per offence.
Tenants can claim back rent paid during the unlicensed period (up to 12 months). Councils can reclaim any housing benefit paid for a similar length of time.
