New parking enforcement rules from 31 March 2008
Introduced in the Traffic Management Act 2004
Major changes to the way councils enforce parking are on the way as the Government's long awaited Civil Parking Enforcement Regulations are to come into affect on 31 March 2008.
The new regulations, which form Part 6 of the Traffic Management Act 2004 will be the most radical shake up of parking enforcement in England and Wales for many years.
Under the new regulations this activity will become known as Civil Parking Enforcement and Parking Attendants will become known as Civil Enforcement Officers.
There will be two levels of Penalty Charges depending on the severity of contraventions and in certain exceptional circumstances (the Parking Attendant threatened or subjected to violence or the vehicle being driven away) there will no longer be a need for a Penalty Charge Notice ( PCN ) to be placed on a vehicle, or handed to a driver in order for it to be properly served as the new rules, in such circumstances allow the PCN. to be posted to the registered keeper of the vehicle.
Local council's across Kent already work in partnership with each other, to provide consistency and are set to adopt the same penalty charges across the county. The new regulations, which cover on street and off street parking, aim to make parking fairer and more transparent and provide motorists with a consistent service across the country.

Canterbury Parking Strategy 2006-2016
This strategy sets out the city council's approach to parking issues in Canterbury, providing a policy framework and specific targets and objectives for the period 2006-2016. The strategy covers all aspects of parking including: on and off-street parking, park and ride, future parking demand, residential parking standards and enforcement and management issues.

We're winning awards
49 of the council's car parks have been awarded the prestigious Park Mark Award for safer parking. This scheme is operated on behalf of the Association of Chief Police Officers by the British Parking Association
The Park Mark Safer Parking award is granted to parking areas that have achieved the requirements of a risk assessment as conducted by the Police. These requirements mean the parking operator has put in place measures that help to deter criminal activity and anti-social behaviour, thereby doing everything they can to prevent crime and reduce the fear of crime in their parking area.

On-street Pay & Display
We are replacing all of the remaining voucher parking with on-street pay & display and making a few other changes
In St George's zone, Ersham Road, Old Dover Road and Rhodaus Close will have pay and display machines The parking bays in Lansdown Road and Hoystings Close will be available for St George's Residents' Permit holders only - no non-permit holders will be allowed to park there.
Throughout St George's zone and St Augustine's zone, restrictions on parking by cars without permits will apply 24 hours a day and seven days a week. Visitors' vouchers will be valid until 10.30am the next morning to allow visitors to park overnight. Non residents will be still be able to park for up to two hours (except in Lansdown Road and Hoystings Close), and there are car parks nearby if they need to stay for longer.
Any left over parking vouchers can be returned to Parking Services and the residual value will be transferred to a pay & display payment card.

You can pay your Penalty Charge Notice on the City Council's On line Payments Site.
Season Cards and Payment Cards
You can buy Park and Ride Card at a 20% discount or enjoy a 10% discount by using a Pay & Display Card. Telephone the Parking Services Office to request an application form for either type of card.
Whitefriars
The car park in the Whitefriars shopping development in Canterbury is operated by Land Securities. All enquiries about this car park should be directed to Euro Car Parks on 01227 826 769.
